Youth participation works in Youth Opportunity & Youth Capital Funding

A new report from Children’s Minister Beverley Hughes celebrates the success of involving young people in “Dragon’s Den” type panels to fund youth projects.

 

New figures show that over 1.5 million young people have benefited from over 25,000 projects across country, funded by the £115 million Youth Opportunity and Youth Capital Funds.

 

The report found that:

  • 100% of local authority staff agreed that panel members had benefited socially
  • 99% of local authority staff agreed that panel members team working and decision making skills had improved
  • 98% of local authority staff said that the young people involved in the decision-making panel had done a good job

The report also found that the young people showed feelings of empowerment, increased participation in other activities and improved attitude towards learning.


There were also some indications of improved attitudes towards young people among the wider community arising from projects which engaged directly with the community, and respect among adults for bringing resources into their community.

Additional funding for Youth Oppotunity Fund for three years from April 2008 has given a significant increase to the 50 most deprived local authority areas. These areas will experience a 50% increase in 2008-09 and a 100% increase in the years 2010 -11 as compared to 2007-08.


In response to a number of recommendations in the report, the Department for Children Schools and Families (DCSF) has also published a Good Practice Guide which provides a range of good ideas from different local authorities on how to operate the Funds and engage young people most effectively. 

A number of key success factors are outlined starting on the premise that young people must decide how the money is spent with adults playing a key role in training, supporting and guiding young people in a range of roles.


The DCSF worked with The National Youth Agency (NYA) to examine a range of sources including local authorities’ reports to Government Offices; DCSF year end reports on the Funds; a research report commissioned by The NYA on the youth-led aspects of Youth Oppotunity Fund and Youth Community Fund in beacon authorities; and an independent evaluation of the Funds commissioned by the DCSF. Input from local authority leads or support staff and some groups of young people in 18 local authorities (two for each region) has been included to produce practical guide which reflects the range of experiences and approaches to the Funds.


The Guide covers how best to support young people through the panel process with ideas for gaining recognition for the positive work the young people do.

Participation Works is in the process of putting together a new How To Guide about how to involve children and young people in tendering and commissioning which is due for release in the autumn.
