Morgan Inquiry Reports On Future of Volunteering For Young Adults

The Morgan Inquiry has published its findings on the future of young adult volunteering. The six month independent Inquiry, chaired by Baroness Morgan of Huyton looked at all aspects of volunteering among young adults including the reasons why young adultsvolunteers, barriers preventing them from volunteering and how volunteering could be further encouraged among 18-24 year olds. 

 

The Inquiry heard from young adult volunteers, voluntary organisations and representatives from the business community and further education.

 

The Inquiry’s key findings are that many young adults find volunteering difficult to access. Young people want to volunteer for a variety of different reasons including altruistic reasons, to develop new skills as a route into employment and to socialise and meet new people.

 

The report highlights that children and young people relate better to young adults and that organisations that serve the interests of children would benefit greatly from having young adults volunteer for them however attracting young adults into volunteering positions where they carry out a leadership or mentoring role is difficult to do.

 

The Inquiry found that the key barrier is that there is not enough flexibility for young adults to volunteer alongside formal employment and that volunteering is not formally recognised as a route into employment therefore many young are discouraged. The benefits system also acts as a barrier to young adults losing entitlements taking up volunteering.

 

Many young adults find it difficult to find time to volunteer due to work or study. The Report recommends the introduction of a new scheme to grant young adults an extra day a year to volunteer. Employers and academic institutions can choose to opt into the scheme and the day can be taken off at any point during the year. The report also recommends statutory time off for trustees of charities registered with the Charity Commission to attend trustee meetings. This would enable more young adults to take up these types of roles.

 

The report recommends that volunteering is actively encouraged and promoted as a route to employment and calls for the development of a new accredited volunteering scheme that recognises the skills gained through volunteering and matches those claiming Jobseeker’s Allowance with accredited voluntary organisations where they can volunteer and gain skills to improve their employment prospects. The Inquiry recommends that the Department for Work and Pensions and Job Centre Plus work with the voluntary sector to develop this scheme.

The Inquiry also calls for formal recognition of volunteering. Evidence received from young adults as part of the Inquiry shows that young adults think that more importance should be attached to volunteering as a way to recognise the skills that they have gained from volunteering that are of benefit to their work place. The report recommends that the CoSA (the Council on Social Action) work with employers to develop a formal system that recognises the skills gained by young adults from volunteering.

 

The Inquiry also recommends that information for to young adults on volunteering is consolidated and available through one single reference point. The report recommends that the work by ‘v’ to provide a one-stop shop for volunteering opportunities is better promoted and supported at a national level by the Government.
